How did Northrop Grumman employees develop James Webb space telescope if their tc is so low?

Truly amazing photos but their tc is too low how did they get the engineers required for this?

1st, Northrop, not Lockheed. NASA is the scientific director, who hired Northrop to build the spacecraft. 2nd, TC isn't low in terms of the aerospace industry standards, many other industries could be worse. Most employees were located in LA, expect 150k-200k for mid-senior level engineers. For non-CS major students, aerospace is one of their top destinations. 3rd, it costs $10B, 900% over budget, and 7 years of delay. 4th, you don't need everybody to be a top talent to build it. And the top talents who drive and architect the project, most don't do it for the money. It's about doing cool stuff like finding the origin of the universe. Only governments with wisdom would fund projects like these, with no expectation of delivering any real utility, or financial return. Enjoy the pictures :)
