Why do certain people stink so bad?
No matter how much money they make, they still don't get along with water and soap. Is it a religious/cultural thing or what?

See the thread about saving water and taking showers only when going out from a few days ago. Combine with arranged marriages and not going out. Enjoy the resulting smegma.
Certain cultures don't prioritize cleanliness.
Some people just sweat a lot and have smelly microbiome and eat foods that permeate their digested smell through their skin and sweat. They could bathe properly with as much soap as they need as many times per day, but it doesn't help when they start sweating massively once they leave the bathroom.
I have bad body odor problem but you wonât smell anything on me. I use proper deodorant, shower twice a day, use menâs talc in the bad areas. Top it off with Dior sauvage. I smell like money instead. So itâs definitely a problem that can be solved. My wife loves how I smell and all my ex girlfriends used to love how I smell. People who smell bad of body odor are 100% lazy.
