I’d got my H1B in October 2017. Was laid off in October 2019 and left the USA in August 2020 as I was unable to find a job. I’m thinking of applying to jobs in the USA again. Can I still use the 3 years left on my H1B visa? How does this work now? What should I say to recruiters when I get an interview call?

Yes it is possible . You need to find a new employer and transfer your h1. It will be a new petition. I had the same issue in 2018 and came back to US again on 2021

So the same H1 can be reinstated and I don’t need to go thru a new filing and lottery process again?
No need to go through the lottery again. Just need employer to file a new I129 petition and get a visa stamp and come back. Even if you come through L1 the process is same, expect need to work for the same employer for a year in India which no employer will agree to as you already have cap exempt H1. It’s a straight forward process, find a job, tell employer I’m on H1. It’s no different than anyone applying within US expect needing a visa stamp to enter US
