Probably building each SC is very capital intensive, so maybe he's looking to do a franchise licensing agreement approach since NACS has been the de facto standard since last year automakers accumulated decision, at least for the US market, to let those franchises bear the initial cost of expensive SC construction.

Oh they can still work to build Tesla NACS SC thru the licensing franchises of each individual charging construction company willing to build more and expand more Tesla SC footprints everywhere in the US
