Let's assume governments want a backdoor. Who will be responsible writing that backdoor? How will this backdoor get deployed? What experience/citizen status is needed? I doubt backdoor are checked back into the source code in main branch.
Wasn't there someone in open source recently who got caught trying to check a backdoor into a project without it looking like one?

I'd imagine it would be a completely different team, even if in the same company. And they would probably introduce the backdoors into the infra, or at build time, or something else the "real" dev team probably never sees
