Isn’t it because once a company has a certain number of layoffs, it is not allowed to file H-1B petitions for the remainder of the year?

People... It's not due to business nor politics. US declared that people who are abusing the h1b will get the penalties last year. Note that many Indians and Chinese submitted multiple h1b applications to increase their acceptance rates. 38% petition down seems great. Need to ban all people who abused on h1b from the US.

I can't even explain how flawed your argument is 1)Number of applications doesn't equal number of selections...whether 500000 or 1million apply only 87000 ish get selected...how is it going to reduce by 38%? 2)even 38% reductions of applications is flawed argument to support your theory., the number of unique applications(people) are more or less the same , maybe 2% reduction And infact the percentage is scary huge..Because they eliminated duplicates and still only 38%reduction are scary, within a couple of years expect 1million applications(all those who dint get this year)plus next year and so on.. 3)do you just read the headlines and post random things?
