If you work for a company that has certain $$$ contracts with the federal government, they absolutely can. It’s still illegal federally. Unless it's explicitly stated in the offer or employee guidelines, no. Also, even if it is, it's not really enforced but if you give them a reason to suspect it, you'll probably get tested.
An employer can’t refuse to hire you because you smoke weed unless they have a federal contract or are required to exclude stoners by federal law (national security contracts). Example: if you work at SpaceX, you can’t smoke weed. If you work at Tesla, you should be good. Anyone can fire you for being high at work though.
Makes sense for pre-employment but what about when you already landed the job? From my experience and what I read, the employer's requirement for employees to be drug free wasn't just extended to the workplace and would also trump any state/federal laws. Basically, if you don't like our rules, don't work here type of flow Also I understand I mentioned "in the offer or employee guidelines", but I say that from a perspective that I believe you already have a job and those documents are good to refer to for this question. But yeah OP, they can't discriminate during pre-employment unless it's a fed gig

The law prohibits employers from testing job applicants for marijuana or THC, with some exceptions. However, they can test current employees if it impacts your work. Ex. You show up to work stoned and made a mistake. Certain jobs might still be able to test you depending on the type.
