Well, that’s how hiking is done in Portland. And yes it is considered the same climate as in Seattle. If you want to go hiking and reduce chances of rain, you should go to Central Oregon instead (eg Bend)
The weather forecasts in Portland are biased to making you think it's going to rain. Most times when it says rain, it actually just rains a bit then sun will peek out later in the day Honestly those moments of partly cloudy is the best IMO.

Yep, it was sprinkling earlier but now the sun is shining. For California standards, yea probably a bit chilly. A couple days ago though it was pretty warm and I was wearing shorts
