Probably, the best path is for him to apply for a job with a company that will sponsor his work visa. At the same time, you can sponsor him as his brother. No idea which one is faster in terms of processing, but the sibling path won't get be affected by job loss, I think.
Just cross the border
An H1, is likely your best option. Wait times to claim your brother for a GC is in the years right now, so no-op. Also, if he just finished his advanced degree (I’m assuming a Phd?), he could try to do a post doc. Those are slightly easier to get (since it’s not a lottery), will pay very little but will get him into the country. And if he doesn’t have a PhD yet, he could try to continue studying, then F1 + OPT could work once he’s done.

Also for GC application, its not the citizenship but where you were born that matters for priority date. Eg, if you are UK citizen but born in Mexico, Philippines, India the GC family wait is much much longer than if the GC applicant was born in UK. Like another response, F1 or H1B would be a quicker route but then H1B is a lottery :(
