Office/Team Culture Question

Hi guys, I wanted to ask your views/opinions on what does it mean by someone saying you that you are in a Rat Race and getting promotions doesn't solely depends on your work, performance and your skill development. Is this something new within US corporate culture?(Subjective on Big Tech, Mid Scale and Small companies)
