Yes. Had they instead simply given the homeless a hotel room for a year it would have been cheaper. But if they did that, non profit CEOs wouldn't be able to afford their new yachts. Homeless industrial complex means that solving homelessness makes the non profit companies bankrupt. The only way homelessness actually gets solved. 1. Building cheap shelter. But no bullshit that comes with homeless shelters for neighbors. Bullshit = institutionalization. 2. Forced institutionalization for anyone who: refuses shelter, uses any substances, or has untreated mental illness. 3. Anyone who is healthy and in shelter, can do basic state jobs, which gets them upgraded to private housing. 4. This means that along the way there has to be investments in skilled workers who can rehabilitate these people. Doctors, career coach, therapist - all has to basically be at the shelter with the people making sure they are getting back on their feet. No one would be on the street anymore if you did this all. It will never happen though, because homeless advocates always say "it's their freedom" when you try and create an actual working solution. Like freedom to do brain damaging drugs and have untreated mental illness is somehow liberating.
