Recently seeing lots of news where Amazon is bringing people from India to USA on L1 visa, which is even cheaper than hiring a H1B.

Op is actually right on the cheap part. Any international transfers come in at the lowest end of the pay band. External hires are usually at median or higher side of the band.
And the worst thing is L1 can’t switch the company. It’s a modern form of slavery.
