If you mean best indian food, probably depends what style you prefer. Personally I think Punjabi food is amazing but I'm American and I've never gone there. Just based on Punjabi restaurants. If you're really looking for "food scene" in the nyc sense, being able to get and try absolutely anything, then the answer is probably one of the largest cities and probably none of them compare to more diverse places.

Yeah it’s either Delhi or Lucknow. Delhi you will find more variety in terms of things like chole bhature, and other great Punjabi food. Lucknow has slightly better kebabs and much better biryani.
Lucknow has a much better milk quality. That makes all the food items which involve cream and curd way more tasty. Delhi has the taste but there are hygiene issues. Awadhi cuisine is highly underrated and it’s very complicated to prepare. Mughlai and Punjabi cuisine is more known. I find it easier.
