My current startup has three job listings on LinkedIn, but he isn’t hiring anyone anytime soon, just collecting resumes, looking for people they can lowball.

It's what they call pipeline jobs. It's bullshit but whatever.
Went through a full loop and presentation at a small tech company recently, for a senior role. Went through the grinder, got very good feedback but rejected (we have a better candidate) and then see the role get reposted again in a week.
Why would the HM waste their time like that? LinkedIn reposts might be automatic…before the candidate has passed a background check, started, etc.
For all the reasons highlighted above
I was in salesforce loop and was told during process that while i did well, there were 2 ppl who just got offers for the single role. I was in earlier stages.
Google does it, my org in MSFT used to, but not anymore

The same as Amazon above, I passed hiring committee, went team matching, they told me they found another candidate, the role was back up in 3 days,
How do companies benefit from that?
They just try to look like always hiring
Or signaling to existing employees that they are replaceable
