Would you be willing to have your managers rate your performance in a public forum too? How would a bad rating impact their future employability? A level playing field is where manager and manager both rate each other. In response to the imbalance this will create what if companies start rating your performence in a public forum. Will you have any hope of getting jobs in the future? Everyone will rate everyone bad if it's anonymous.
It’s practically public since all managers share information among themselves and hide information from ICs. Managers have rigged the game for themselves with no accountability, so this rating website would help level the playing field.
