Kotak Mahindra Bank Offer Letter Stuck

I recently interviewed at Kotak Mahindra Bank for SDE-2 in backend. All the rounds got completed and the HR mailed me that I've been selected and asked for a list of documents including aadhar card, pan card, salary slips, competing offer letter etc. Then he didn't say anything for the next 2 days. I called him up to let him know that I'm already serving my notice period and he needs to hurry up. It has been a week since then and he still hasn't scheduled any meeting to discuss the numbers. Is this something normal in Kotak? Most of the companies I've appeared at have scheduled the offer discussion call within 2-3 days after the final round.
