Yes, you can buy t bills at your broker. You can also look at Muni funds which are tax exempt

T bill is issued by US treasury. California plays no role in it.

Tbills, or just simply a treasury money market fund should be pretty close to each other If you are in the 12.3% CA tax bracket, 5% is equivalent to 5.7% of taxable returns
How to choose which one ? What is coupon? Some have 0 and some 0.125? Should I choose the highest yield one tbill ?

Is 0 coupons preferrable ? Does it just mean when interest is paid ?
