I booked a car in Atlanta, I live in Atlanta. They assigned 'Routes Rental Service' to me. I was stupid that I paid upfront. On the day of pickup, I went to routes pickup place. They said they will not rent car to a local renter, they need in-and-out of Atlanta flight ticket as proof, whatever this means. Then I call Priceline to cancel the reservation. They said Routes is not responding to their call, they need confirmation from Routes first that the car wasnt picked up. Then they asked me to wait 10 business days. I waited, and called them back. They basically said, they tried to contact Routes, but they didnt respond. As such, they cannot process my refund! My fault: 1. I am stupid to book a car from Priceline. 2. I am stupid that I paid upfront. 3. It is somehow my fault that Priceline assigned me Routes Car rental service. 4. It is my fault that Routes Car Rental Service wont pickup the phone or respond to Priceline's email to confirm that I didnt pick up the car. 5. My cheap-ass self thought that I can save money using Priceline I am out of $200, and numerous hours waiting -- and not to mention the trouble I had to go through when they refused to provide me a car that I paid for. Please refrain yourself from using Priceline ever again :)
Get money back from credit card company as you have a month or so after transaction to dispute it
Also post this on LinkedIn tagging this F company's CEO and asking that F to take some responsibility at least. These F talk big about 'taking responsibility '.

Do a chargeback on the credit card, they will to prove that they provided the service. They bet on people not doing this to steal your money.
